According to the Decree of the President of the Republic of Uzbekistan UP-6264 “On measures to create the Agency for Strategic Development of the Republic of Uzbekistan” dated July 19, 2021, the Agency is entrusted with a number of strategic tasks, including the formation and constant maintenance of the rating of investment attractiveness of economic sectors and regions.
When forming the rating, it is necessary to take into account international experience and practice, regularly conduct a survey among business representatives.
In order to comprehensively assess the investment climate of the regions and create healthy competition among the regions in attracting investments, the Agency developed a methodology for assessing the “National rating of the investment climate of the regions of the Republic of Uzbekistan”. The main goal is to assess the effectiveness of government agencies in solving problems in the field of improving the investment climate and creating an enabling environment for business.
When creating the methodology, specialists from the relevant departments of the Agency studied the relevant literature and foreign experience (for example, ASI – National Rating of the Investment Climate of the Subjects of the Russian Federation, NRA – Annual Assessment of the Investment Attractiveness of Russian Regions, RAEX – Rating of Investment Attractiveness of Regions). Consultative meetings were also held at various levels with foreign experts, in particular, with the Agency for Strategic Initiatives of the Russian Federation.
Based on the results of 2021, a national rating of the investment climate of the regions of the Republic of Uzbekistan was formed, the results of which were reported to the Head of State on August 8, 2022.
During the presentation, the task was to form a national rating of the investment environment in the context of cities and regions.
The following work has been done so far:
- In order to conduct a survey among business entities, tenders were announced and an agreement was concluded with the winning consulting company Al Mar Consulting LLC (RF).
- For the purpose of conducting a survey, a list of economic entities corresponding to the NCEA and category was received from ministries and departments, and the distribution of the necessary quotas by cities and regions is being carried out. At the same time, this fee includes business entities that have used certain public services over the past 12 months.
- At the same time, from June 26 of this year. it is planned to conduct surveys in Samarkand and Jizzakh regions, and then in Fergana, Andijan and Namangan regions.
- Interviews will be conducted with more than 18,000 entrepreneurs throughout the country.
- In July this year. ministries and departments need to collect a large amount of statistical data presented in the methodology.
- Work on the formation of the rating is scheduled for September.
- Based on the results of the rating, relevant presentations and certificates will be prepared.
- The rating is planned to be announced in September this year.
Successful use of the rating will help:
- determine the level of the investment environment of the regions of the republic and the problems associated with it;;
- identify public authorities, including local authorities, that need to be streamlined and/or reformed;
- evaluate the investment potential and the effectiveness of the implementation of operational and strategic tasks aimed at improving the investment environment of the regions;
- help attract foreign investment and improve efficiency;
- to increase the inflow of investments to the regions;
- identify the best management decision-making practices that allow achieving the highest results in the development of the investment environment;
- develop proposals for improving the investment environment in the regions of the republic;
- to create a system of motivation of public authorities and management in the field.
