Tashkent, June 27, 2024 — A significant step in enhancing Uzbekistan’s strategic planning framework, was taken with the presentation of the Draft Decree “On the Priority Measures for Implementing the Strategic Planning System” in the workshop held in Tashkent
This event was organized by the Agency for Strategic Reforms under the President of the Republic of Uzbekistan (ASR) and supported by the Good Governance Program implemented by GIZ (German Enterprise for International Cooperation) on behalf of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ). The workshop brought together over 35 participants, including strategic planning practitioners, government officials from more than 20 ministries and institutions in Uzbekistan, and international experts.
Strategic planning is a crucial element in achieving national-scale goals. Thus, over the past 10 years, many countries around the world have widely implemented systems of strategic planning in public administration.
In his welcoming speech, Mr. Abdulla Abdukadirov, the First Deputy Director of the Agency for Strategic Reforms emphasized that this decree would serve as a foundational element for Uzbekistan’s future growth, establishing a coordinated and effective strategic planning system.
Mr. Joachim Fritz, GIZ Uzbekistan Country Director expressed his appreciation for the elaboration of the decree which will support the alignment of practices with international standards and enhance efficiency within processes of strategic planning in public administration of Uzbekistan and reemphasized the readiness of German cooperation to support this important topic of strategic planning.
During the event, participants conducted a comprehensive analysis of the foundational steps of the decree necessary for effective strategic planning in Uzbekistan. The seminar also included deliberations on resolving strategic planning issues within the existing legislative framework. Comparative examples from other jurisdictions provided practical solutions and best practices that could be adapted for Uzbekistan.
This seminar is organized within the framework of nearly a year of cooperation between the ASR and the esteemed expert-practitioner in strategic reform from Montenegro, Ms. Zorka Kordić, supported by GIZ. Throughout this period, she was directly involved on conducting an analysis of the current issues in Uzbekistan’s strategic planning system and provided consultations on steps towards establishing uniform approach in planning, quality criteria for development of strategies and monitoring the performance of Government policies and introducing relevant tools to align the process with European standards.
The presentation of the Draft Decree “On the Priority Measures for Implementing the Strategic Planning System” represents an important step in Uzbekistan’s development of a robust strategic planning framework. The collaborative efforts of ASR, GIZ, and other stakeholders demonstrate a commitment to improving governance and promoting sustainable development.
