The Agency for Strategic Reforms is conducting a series of meetings with representatives of the financial sector as part of the preparation of a Comprehensive Action Plan to Increase the Share of Electronic Payments. The latest meeting was held with the participation of representatives from leading payment organizations — Ulugbek Rustamov, Founder and CEO of Click, Dilshod Keldiyarov, Legal Director of OSON, and Anvar Isamukhamedov, CEO of PAYNET.
During the meeting, participants discussed the factors affecting the competitiveness of online payments compared to other forms of payment, as well as the need to expand the list of areas where acceptance of electronic payments should be mandatory.
Representatives of the payment organizations pointed out that in certain sectors — such as parking, vehicle lots, and patent fee collection in marketplaces — cash transactions still dominate. A proposal was made to include these sectors in the list of areas required to accept electronic payments.
An additional initiative was proposed to implement 100% cashless payments for the sale of railway tickets, utility bill payments, and purchases through marketplaces. Participants emphasized that such steps would not only simplify payment processes but also reduce the shadow circulation of cash.
The Agency for Strategic Reforms will continue its active dialogue with representatives of the business community, IT sector, and expert circles. All submitted proposals and initiatives will be thoroughly analyzed and taken into account in the development of a draft Presidential Decree of the Republic of Uzbekistan approving the Comprehensive Action Plan to increase the share of cashless payments, aimed at creating a modern and accessible payment infrastructure across the country.
