In the Development Strategy of the New Uzbekistan for 2022-2026, the President of the Republic of Uzbekistan has approved seven main tasks. Among them are the reform of the education system, healthcare, and ensuring clean drinking water for the population.
It is precisely on these priorities that the attention of the new Delivery Unit Office (in translation – Office for Achieving Results Management) is focused, the presentation and launch of which took place at the Agency for Strategic Reforms under the President of the Republic of Uzbekistan. The event was attended by the heads of the Ministry of Preschool and School Education, the Ministry of Health, and “Uzsuvqurilishinvest” JSC, among other responsible officials.
For information: The Delivery Unit model is aimed at changing the formats of interaction between government structures, providing prompt solutions to issues, and strengthening citizens’ trust in the government with a focus on modernizing the country’s social development sectors. In more than 35 countries around the world, the Delivery Unit model has been used to achieve comprehensive results in priority areas.
The key goal of the project launched under the Agency for Strategic Reforms is to monitor the achievement of specific goals by departments and to assist the government in implementing modern methods of providing public services in the social sphere based on ten key performance indicators (KPIs).
In particular, for the AO “Uzsuvqatminot”, it is proposed to expand access to clean drinking water for more than 5 million new users by the end of 2026;
ensure public awareness of the level and quality of industrial wastewater in the 10 largest industrial cities of the country, through regular measurement and accounting of wastewater.
The proposed key performance indicators (KPIs) for healthcare include the implementation of measures to fully cover children with programs for providing iodine-containing drugs, micronutrients, and anti-helminthic drugs;
analysis of data on the population covered by emergency medical care;
implementation of national projects for the prevention and prophylaxis of certain types of cancer in women, etc.;
creation of a cancer registry that meets all requirements for accounting for cancer patients and analyzing the situation by regions in the cancer registry.
In the field of education, as part of the Delivery Unit pilot project, it is proposed to assess the quantity and quality of new schools under construction.
Joint programs between the aforementioned departments are also possible, such as “Clean Water” – not only providing clean water to villages, but also accompanying it with propaganda among children for handwashing, distribution of deworming and iodine-containing drugs. All of this, according to international research, has a positive impact on the cognitive abilities of the younger generation.
The head of the Delivery Unit project office at the Agency for Strategic Reforms, Aziza Umarova, noted that “the project will help to strengthen trust between government agencies and the public. Delivery Unit provides for public involvement, expertise, as well as monitoring and evaluation of key performance indicators, ensuring the ability to make decisions based on real data. Flexibility, results-oriented approach, and transparency are the key to success.”
