As part of the visit of the Minister for Government Affairs of the UAE Mohammed bin Abdullah Al-Gergawi, a solemn ceremony was held in Uzbekistan to launch the Quality Award program “Evaluation of the effectiveness of the state bodies of the Republic of Uzbekistan” with the participation of a wide audience of representatives of state bodies.
The event was organized by the Agency for Strategic Reforms under the President of the Republic of Uzbekistan and the Ministry of Government Affairs of the UAE.
“The Quality Award is being implemented in the UAE at the initiative of the Vice President and Prime Minister of the UAE, Sheikh Mohammed bin Rashid Al Maktoum, under the leadership of the Minister of Government Affairs of the UAE, Mohammed bin Abdullah Al Gergawi.
The program, along with the long-term development strategy of the UAE “UAE Vision” and the monitoring and control platform for the implementation of strategic development goals “Dashboard” is an integral part of the state development policy of the UAE, aimed
to transform the country into one of the best in the world in terms of living standards, healthcare, economy, education, and business attractiveness.
The main goal is to conduct a 2-year cycle of evaluating the effectiveness of the UAE government bodies and rewarding government departments that have demonstrated the highest results in ensuring quality and timely performance of duties to achieve the goals of the UAE National Development Program.
The implementation of the Program in Uzbekistan includes nine stages:
- Preparation for assessing the effectiveness of state bodies and preliminary planning for the start of the Program, by studying the potential and resources of ministries and departments, determining the current level of their effectiveness, and developing and approving criteria and categories of awards.
- Training of employees of ministries and departments in the field of effective public administration.
- Development of the Uzbek Methodology for assessing the effectiveness of state bodies, based on the above studies and training programs.
- Development of a management system for the evaluation of the effectiveness of state bodies, with the definition of the award structure – roles and responsibilities, categories of awards (the best leader, the best ministry, etc.), and the evaluation tools that will be used in the evaluation cycle.
- Ceremonial start of the Program.
- Improving civil servants’ capacity in improving and evaluating their activities’ effectiveness (training participants in the Methodology).
- Carrying out the first cycle of assessing the activities of public institutions and the basis of the developed Uzbek methodology for assessing effectiveness.
- The ceremony of awarding state bodies “Quality Award” following the results of the first cycle.
- Critical analysis based on the results of the first cycle of the Program, reviews of the evaluation commission (Foreign
and local experts), tools used, and categories of awards to further improve subsequent cycles of the Program.
According to the recommendations of the Emirati side, taking into account the current conditions and opportunities state bodies of Uzbekistan, assessment categories Institutional awards are recommended for the first evaluation cycle – best ministry, state committee, and agency. Further, Individual awards to the best minister, deputy minister, general director, and deputy general director.
And finally, Sub-awards to the institutional and individual categories (the best agency in the implementation of the national strategy, the best agency for the implementation of innovations, the best leader, etc.).
As criteria for evaluation, the Emirati side proposes to take as a basis the capabilities and results achieved by the participating state body (for example, the quality of functional tasks, the number of services provided, the number of documents issued, the quality of services provided, the level of satisfaction of consumers of these services, etc.).
For the effective start and implementation of the Program, the Emirates side considers it necessary to ensure coverage of at least 80% of the ministries and departments of the Republic of Uzbekistan.
To ensure the impartiality and independence of the assessment, the Emirati side recommends that a state body that is directly subordinate to the President or Prime Minister of the Republic of Uzbekistan be designated as the working body for the implementation of the Program.
Along with this, given the tasks assigned to the Agency for Strategic Reforms under the President of the Republic of Uzbekistan,
as well as the conditions for the implementation of the Program, the Agency will act as a working body responsible for the practical implementation of the Program in the country.
