More than 50 representatives from ministries and government agencies, international organizations, as well as experts in digitalization and public administration participated in the seminar “Data Analytics and Artificial Intelligence in the Public Sector: Practices, Case Studies, and Knowledge Sharing”.
The event was organized by the Agency for Strategic Reforms with technical support from the Effective Governance for Economic Development (EGED) program. The program is implemented by the World Bank with financial assistance from the UK’s Foreign, Commonwealth & Development Office (FCDO).
The aim of the seminar was to build the capacity of public sector employees in applying analytical approaches and artificial intelligence tools for the implementation of government programs and initiatives.
Particular attention during the discussions was given to the ongoing work on the preparation of the draft Law “On the National Data Governance System.” Participants emphasized the importance of creating a legal framework that enables a unified and coordinated approach to policymaking across all levels of government. The law is expected to lay the foundation for the integration and standardization of data across various sectors and agencies, providing real-time access to up-to-date information. This will be a key step toward building an efficient, transparent, and results-driven decision-making system based on data.
The use of data analytics in managing public investments enables a shift from a fragmented approach to a comprehensive model based on facts, outcomes, and strategic goals. Such an approach supports more efficient resource allocation, reduces costs, and delivers tangible results for citizens.
During the seminar, participants were also introduced to the Unified Database on Social Infrastructure Facilities, being developed by the Agency and several government agencies as part of the Public Investment Management Geoportal. This platform will allow for objective and evidence-based selection of projects under investment programs, based on local priorities and needs, ensuring maximum efficiency in the use of public funds.
The modern approach to public investment management integrates three interrelated sectors — construction, social development, and finance — creating a comprehensive system of planning, monitoring, and evaluation focused on achieving specific outcomes.
The Geoportal will strengthen the comprehensive management of national programs, enhance accountability, and foster greater public trust.
As part of the World Bank-supported project, international data management expert Prash Parthiban (Australia) was engaged. The expert shared insights and recommendations on the development of data analytics and artificial intelligence in Uzbekistan, highlighting international best practices and discussing practical case studies of digital transformation in countries with similar socio-economic contexts.
